PROBLEM TO BE SOLVED: To provide a terminal film for electricity-storing device and an electricity-storing device, capable of preventing a blocking phenomenon from occurring when one end side of the rolled terminal film for electricity-storing device is pulled out. ! SOLUTION: A terminal film 16 for electricity-storing device is arranged so as to cover a part of an outer peripheral surface of a metal terminal 14 that is electrically connected to an electricity-storing device main body that constitutes an electricity-storing device. The terminal film for electricity-storing devices comprises: a first outermost layer 31 that includes a first insulating layer 35; a second outermost layer 32 that includes a second insulating layer 38; and an amorphous insulating fillers 36, 39 that are added into at least one of the first and second insulating layers 35 and 38.
