PROBLEM TO BE SOLVED: To accurately estimate response quality under the consideration of an environment at a service reception side.SOLUTION: A response quality estimation device 41 estimates the response quality of a service to be provided from a servicer via a local network 50 to a communication terminal (user terminal 40) having a processor 40a, a main memory 40c and an auxiliary storage device 40d. A response quality estimation device 41 includes: an index value calculation part (response quality index value calculation part 41b) for calculating an index value of a response time related to the provision of the service; an effective value calculation part (response quality estimation part 41c) for calculating an effective value of the response time; and an estimation value calculation part (response quality estimation part 41c) for calculating an estimation value of the response quality on the basis of a ratio of the index value of the response time to the effective value of the response time.
