PROBLEM TO BE SOLVED: To provide a paper feeder capable of reliably making paper enter a nip part irrespective of a paper loading amount, and an image forming device equipped with the paper feeder.SOLUTION: A paper feeder includes: a pick-up roller 51 for feeding paper loaded on a paper cassette 30 to a conveyance path 20; a lifting mechanism for lifting an end part of the paper on the downstream side in the paper conveyance direction and causing the paper to contact the pick-up roller 51; a paper feeding roller 53 forming a nip part N through which the paper fed by the pick-up roller 51 passes; a separation roller 63 that press-contacts the paper feeding roller from below; a guide member 65 for guiding the paper fed by the pick-up roller 51 so that the paper enters the nip part N in a posture inclined upward; and a regulation member 60 that contacts the end part on the downstream side in the paper conveyance direction of the paper fed by the pick-up roller 51, and guides the paper to the separation roller 63 or the guide member 65.
