PROBLEM TO BE SOLVED: To provide a manufacturing device capable of manufacturing a film roll while suppressing trouble due to entrapment of air. ! SOLUTION: A film roll-manufacturing device, which manufactures a film roll by winding a lengthy film, comprises: a winding shaft capable of winding the film; a touch roll or a near roll provided so as to contact the film immediately before being wound by the winding shaft; a chamber capable of covering a decompression area including an area between the film part immediately before being wound by the winding shaft and the film part wound by the winding shaft; and a decompression device capable of decompressing the decompression area covered by the chamber. !
