The present invention relates to a device for cutting wrapping paper of a fabric roll with a balancing function. In a device for wrapping the fabric roll capable of protecting the fabric roll (10) by cutting the wrapping paper (20) using thermal contact of a cutting plate (40) due to the downward movement of a push plate (50) after wrapping the fabric roll (10), the present invention is characterized by including a pair of cutting bodies (420) formed on the upper end of the cutting plate (40) and including guide grooves (422) in a longitudinal direction of the cutting plate (40); pipe heaters (440) joined to the guide grooves (422) and radiating heat when power is applied; and cutting knives (460) joined to the upper parts of the cutting bodies (420) and having a cutting blade (462) on the upper part. The present invention is capable of stably cutting the wrapping paper with the cutting blades when the cutting knives cutting or attaching the wrapping paper, which covers and wraps the fabric roll, cut the wrapping pipe using the heat transmission of the pipe heaters without being smeared with a material of the wrapping paper, thereby obtaining an effect of continuously and repeatedly cutting the wrapping paper. |
