The present invention relates to a urethane cushion and an earthquake-proof spring coupled earthquake-proof apparatus for a switchgear. It comprises a lower case which is combined with a bottom surface in the lower part of the externa case of the switchgear and is upwards formed at both sides; an upper case which is combined with the lower surface of the external case of the switchgear and is combined with the upper part of the lower case to surround both sides of the lower case; a support part which penetrates the center of the lower and upper case, has a lower part fixed to the lower surface of the lower case by a first fixing bolt, an upper part which penetrates the upper case and the lower surface of the external case of the switchgear, and is fixed by a second fixing bolt, and has a height fixing nut which is formed between the second fixing bolt and the upper surface of the upper case; an earthquake-proof spring which surrounds the support part in the upper and lower cases; and a urethane cushion. The prevent invention provides a buffering function of an earthquake-proof device, earthquake-proof function by an earthquake-proof wire and a urethane cushion in spite of external vibration or impact.
