PROBLEM TO BE SOLVED: To prevent damage of a troublesome call.SOLUTION: When a call origination detection unit 110 detects call origination, a message transmission unit 120 transmits a first message to a call origination terminal which is an origination source of the call origination. When a first response is transmitted from the call origination terminal in response to the first message, a connection control unit 130 connects the call origination terminal with a call incoming terminal which is an origination destination of the call origination. When a second response is transmitted from the call origination terminal in response to the first message, the connection control unit 130 rejects connection between the call origination terminal and the call incoming terminal which is the origination destination of the call origination. When the second response is transmitted from the call origination terminal in response to the first message, a registration unit 140 registers a phone number of the call origination terminal.
