PROBLEM TO BE SOLVED: To provide a substrate for an optical device capable of making heat generated from a semiconductor circuit element hard to conduct to an optical element on a lower surface side of an insulation base body.SOLUTION: The substrate for an optical device includes: a mounting region 3a on an upper face 2a1 side of which a semiconductor circuit element 3 is mounted; and an insulation base body 2a, provided on a lower surface 2a2 side so as not to overlap the mounting region 3a in a top view, having a recess part 4 inside of which an optical element 5 electrically coupled to the semiconductor circuit element 3 is disposed.
