PROBLEM TO BE SOLVED: To use a color image to visualize a difference in forest physiognomy.SOLUTION: A laser measurement feature quantity extraction unit 20 extracts predetermined one or more laser measurement feature quantities on the basis of aerial laser measurement data obtained by scanning a target area including a forest. An aerial photographic image feature quantity extraction unit 22 extracts predetermined one or more aerial photographic image feature quantities on the basis of an aerial photographic image obtained by imaging the target area from the air. A color image generation unit 24 generates a color image of the target area on the basis of each set of the laser measurement quantities and the aerial photographic image feature quantities. The color image generation unit 24 determines a pixel value of the color image on the basis of values in an area that correspond to pixels of multiple imaging feature quantities respectively being the laser measurement quantities or the aerial photographic image feature quantities.
