PROBLEM TO BE SOLVED: To prevent a fault to be caused by stress to toner during toner refresh. ! SOLUTION: A developing machine 112 for developing an electrostatic latent image formed on a photoreceptor drum 109, in an electrophotographic image forming apparatus includes: a developing roller 203 which holds developer for developing the electrostatic latent image on a surface, rotates and supplies the developer held on the surface to the photoreceptor drum 109, to develop the electrostatic latent image; and a refresh control section 123 which controls refresh for discarding the developer held on the surface of the developing roller 203. In one refresh operation, the amount of developer to be moved from the surface of the developing roller 203 to the photoreceptor drum 109 is controlled to be equal to or less than the amount of developer held on the surface of the developing roller 203 at the start of refresh. !
