PROBLEM TO BE SOLVED: To provide a filling composition in which a lipo-insoluble powdery material is suspended in a dispersion medium, the filling composition having a good dispersibility without adding an emulsifying agent. ! SOLUTION: The invention provides a filling composition in which a powdery material is suspended in a dispersion medium containing fats and oils which are solid at normal temperature as a dispersion medium. As the dispersion medium, fats and oils which are liquid at normal temperature may also be contained so that the ratio of the fats and oils which are solid at normal temperature in the dispersion medium is 48 mass% or more.
