The present invention controls load threshold of serving cell after checking traffic load state of macro cells which are neighboring with the serving cell when an over load of the serving cell occurs. And the present invention controls terminals to control a preset hand over threshold by transmitting messages for the hand over threshold adjustment of the terminals which are operating in the serving cell. As a result, the terminals of the serving cell can be handed over to adjacent cells. Since the present invention induces a hand over after considering the traffic load state of the adjacent cells, the over load of the adjacent cells due to the terminals which are unconditionally handed over from the serving cell can be prevented. |
