According to an embodiment of the present invention, a frame interpolation device using texture-based block division includes: a macro block division unit which determines the division lines on a macro block based on the texture information difference in the macro block of a current frame and uses the division lines to divide the macro block into multiple sub-blocks; a motion vector estimation unit which uses one or more motion vectors corresponding to the macro block including a sub-block being processed and another adjacent macro block to estimate the motion vector of the sub-block being processed; and an interpolation frame generating unit which uses the estimated motion vector, the current frame, and the previous frame of the current frame to generate an interpolation frame.
