The present invention relates to a hydrophilic self emulsified silicone compound, a preparation method thereof, and a conditioning composition including the same. Specifically, a hydrophilic self emulsified silicone compound according to the present invention is a silicone compound having quaternary ammonium cation and fat chains, and has characteristics of having excellent emulsification effect while being water soluble. Therefore, the conditioning composition including the hydrophilic self emulsifying silicone compound according to the present invention has an excellent emulsification effect while being water soluble, thereby not only being easily formulated, but also being repeatedly used by preventing build-up situation by being easily washed with water.
