PROBLEM TO BE SOLVED: To provide an electric dust collecting device which reduces an ozone generation amount and which can maintain high dust collection performance, and a dust collecting method using the electric dust collecting device.SOLUTION: An electric dust collecting device has: a charging part 10 in which a first discharge electrode 12 has a plurality of first discharge parts 14; a dust collecting part 20 which is installed on a downstream side of the gas of the charging part 10 and which includes a second earth electrode 21 and a second discharge electrode 22; and a voltage generation part 30. A collection plate 40 is installed at an end part located on the downstream side of the gas of the second earth electrode 21. The voltage generation part 30 charges dust by applying positive-polarity voltage to the first discharge electrode 12, the voltage generation part 30 applies the positive-polarity voltage to the second discharge electrode 22, and the second earth electrode 21 and the collection plate 40 collect the charged dust.
