PROBLEM TO BE SOLVED: To automatically generate RTL that coincides with a specification and also notify an operator of a fault in the specification.SOLUTION: The RTL generation device comprises: confirmation means which confirms, with reference to a specification including first information showing a first terminal included in a first module in an upper layer and a connection destination terminal thereof and second information showing a second terminal included in a second module in a lower layer and a connection destination terminal thereof, consistency between the first information and the second information, and outputs the fact when there is no consistency; and generation means which, when there is consistency between the first information and the second information, generates a first RTL corresponding to the first module and a second RTL corresponding to the second module on the basis of the first information and the second information.
