Provided are a resources allocation method and device. A user equipment comprises a receiving module and a processing module. The receiving module is used for receiving a broadcast message including at least one first resources pool, the broadcast message being sent by a control node. The control node is a group head UE of a base station wherein the UE is located or a group wherein the UE is located. The processing module is used for using resources within the at least one first resources pool to receive a device to device (D2D) service or to send a D2D service. The present invention solves the problem of allocating a resources pool for a UE in an idle state, thereby enabling a UE in an idle state to obtain a sending resources pool or a receiving resources pool without it being necessary to access a control node. Power consumption of the UE is decreased, and a load needing to access a base station can also be reduced.
