Provided are a fuel supply device for automatically supplying fuel to a transport vehicle capable of carrying cargo, and a management controller which acquires loading information indicating whether or not the transport vehicle is loaded with cargo, and which is capable of controlling the automatic supply of fuel to the transport vehicle on the basis of the acquired loading information. When the management controller determines that the transport vehicle is loaded with cargo from the acquired loading information, the management controller prohibits the automatic supply of fuel to the transport vehicle from the fuel supply device (step S6).
