PROBLEM TO BE SOLVED: To provide: a method for treating a surface of a metal base material environmentally friendly, capable of simply effectively improving adhesiveness of the metal base material to an elastomeric material constituting a transmission belt body in a short processing time; a metal code; and a transmission belt.SOLUTION: The method for treating a surface of a metal base material comprises: an ozone water treatment step of introducing a hydroxyl group on the surface of the metal base material by contacting the surface of the metal base material with ozone water; a silane coupling agent treatment step of forming a hydrogen bond of a silanol group derived from a silane coupling agent with the hydroxyl group on the surface of the metal base material by contacting the surface of the metal base material after the ozone water treatment with a silane coupling agent aqueous solution; and a step of forming a silane coupling agent film on the surface of the metal base material through a SiO bond formed by heating the metal base material after the silane coupling agent treatment to perform dehydrating condensation reaction of the silanol group with the hydroxyl group.
