PROBLEM TO BE SOLVED: To reduce encoding deterioration by preventing encoding efficiency from being reduced when generating a plurality of low-resolution video images from a high-resolution video image and encoding the plurality of low-resolution video images in parallel.SOLUTION: A parallel encoding device 1 includes at least: sub-sampling means 11 which sub-samples different pixel positions of the high-resolution video image to generate the plurality of low-resolution video images; pixel shift means 12 for generating a plurality of shift images from the plurality of low-resolution video images; color conversion matrix generation means 13 for generating a color conversion matrix for each multi-dimensional signal by performing main component analysis over an entire screen while collecting color component signals of pixels at the same pixel position among the plurality of shift images as multi-dimensional signals; color conversion means 14 for converting a color space of the multi-dimensional signal in accordance with the corresponding color conversion matrix; a plurality of video encoding means 15 for generating encoded data on different portions in the color-converted multi-dimensional signal; and side information encoding means 16 for generating encoded data on side information corresponding to a plurality of encoded data items.
