The present invention avoids transmitting a UL signal in a subframe other than a UL subframe during a fallback operation when communicating by means of the dynamic TDD method. A user terminal communicating by means of the dynamic TDD method has: a reception unit that receives control information including a dynamic alteration instruction for the subframe configuration of a dynamic TDD cell; and a control unit that provides control in such a manner that individual resource transmission by means of a flexible subframe is not performed during a fallback operation based on the subframe configuration of the dynamic TDD cell reported from an SIB1 or upper-level layer.
