The loss control unit (6) is configured so as to increase a second loss amount by using the second loss insertion unit (4), reduce a first loss amount by using the first loss insertion unit (3), and enable transmission of a first transmission signal, in a speech segment (TV). In addition, a loss control unit (5) is configured so as to increase the first loss amount by using the first loss insertion unit (3), reduce the second loss amount by using the second loss insertion unit (4), and enable transmission of a second transmission signal, in a segment (non-speech segment) other than the speech segment (TV). |
