PROBLEM TO BE SOLVED: To suppress communication quality deterioration.SOLUTION: A femto base station 10 includes a measurement information collection unit 12, a HO (Hand Over) target cell determination unit 14, and a HO control unit 15. The measurement information collection unit 12 acquires measurement information of radio communication quality at a mobile station. The HO target cell determination unit 14 determines a cell to which the mobile terminal is to be handed over, using the measurement information acquired by the measurement information collection unit 12 and information for controlling the priority of the handover target cell instructed from the centralized control station. The HO control unit 15 hands over the mobile station to the cell determined by the HO target cell determination unit 14. |
