PROBLEM TO BE SOLVED: To provide a packaging material where the slidability of the inner surface of a packaging bag and the easiness of taking out a content can be simultaneously improved without blending an additive to the inner surface of the packaging bag and without unnecessarily increasing the latitude of a space in consideration of the actual situation of the packaging bag used for solid powders and the like and to provide a production method of the same.SOLUTION: In a packaging bag having at least a base material film and a thermoplastic resin layer at an innermost layer: a slip agent, an antioxidant or both is not contained as an additive in a thermoplastic resin at the innermost layer; an average roughness Ra on the surface of a side being in contact with the content of the thermoplastic resin is 3.5μm or less; and an average distance between protruding apexes is 100μm or less.
