Information acquisition unit acquires terminal identification information for identifying a communication terminal capable of receiving a signal from a communication unit. Status acquisition unit acquires a terminal status for determining whether the communication terminal identified by the terminal identification information acquired by information acquisition unit is staying in a predetermined area within a range in which a signal from the communication unit can be received. The determination unit determines whether each communication terminal is staying in the predetermined area, based on the terminal status acquired by status acquisition unit. Output unit outputs congestion degree information of a predetermined area in accordance with the number of receivable terminals that are staying in the predetermined area according to the determination by determination unit. |
