In an environment in which a macrocell and a plurality of small cells exist, a terminal receives a discovery signal from a first small cell adjacent to the terminal among the plurality of small cells. 1. A method in which a terminal measures Radio Resource Management (RRM) in an environment in which a macrocell and a plurality of small cells exist, the method comprising:
receiving a discovery signal from a first small cell adjacent to the terminal among the plurality of small cells; and measuring, when the first small cell is in a predetermined state, RRM of the first small cell based on the discovery signal, wherein the predetermined state comprises a first state in which the first small cell can transmit other signals in addition to the discovery signal and a second state in which the first small cell can transmit only the discovery signal.
