A washing machine decelerating clutch and washing machine. The decelerating clutch comprises an input shaft (1), an input shaft sleeve (2), an output shaft (13), an output shaft sleeve (12), a gear case (5) and a gear unit mounted in the gear case (5). The input shaft sleeve (2) sleeves the input shaft (1); the input shaft (1), the input shaft sleeve (2), and the output shaft (13) connect with the gear unit respectively; the output shaft sleeve (12) connects fixedly with the gear case (5); and the gear case (5) connects with the gear unit. The washing machine comprises a drum, a pulsator used to stir the laundry in the drum, a gear case (5) having the gear unit set therein, and a driving device for providing power to the drum and the pulsator. The drum and the pulsator driven by the driving device rotate oppositely to stir the laundry; the gear case (5) connects with the drum and transmits the power of the driving device to the drum; the gear unit in the gear case (5) connects with the pulsator and transmits the power of the driving device to the pulsator. The washing machine decelerating clutch has the characteristics of simple and compact structure, safe and high efficient transmission, long service life and low noise.
