The present invention relates to an apparatus and a method for processing an image, which can improve a movement detection function. The apparatus for processing an image comprises: a movement detection unit detecting movement by comparing a standard image and an input image; a movement vector generation unit selecting a plurality of representative points from the input image, and generating a representative point movement vector to the representative points; a sensitivity processing unit calculating consistency of the size and the direction of the representative point movement vector, and generating sensitivity of showing change frequency of a moving object in the image according to consistency of the size and the direction of the representative point movement vector; and a movement processing unit blocking uninterested information by reflecting sensitivity to a result of movement detection.
