PROBLEM TO BE SOLVED: To provide a cleaning device capable of achieving excellent cleaning for a transfer belt on which toner remains and an image forming apparatus.SOLUTION: The cleaning device includes a pre-cleaning part 200 including a pre-cleaning roller 202 and a pre-bias power supply 206 applying a voltage having a polarity reverse to the normal charge polarity of toner 190 to the pre-cleaning roller 202, so that the toner 190 passing through the pre-cleaning roller 202 is reversely charged to the polarity reverse to the normal charge polarity and a first cleaning part 220 including a first cleaning roller 222 and a first bias power supply 228 applying the voltage having the polarity reverse to the normal charge polarity of the toner 190 to the first cleaning roller 222, so that the toner 190 having the same polarity as the normal charge polarity is electrostatically adhered to the first cleaning roller 222 from above an intermediate transfer belt 421, when satisfying a predetermined cleaning condition. |
