PROBLEM TO BE SOLVED: To innovate life styles by estimating an appropriate insurance premium corresponding to a route and risk in vehicle insurance systems.SOLUTION: A portable information terminal 100 transmits an electronic certificate 101 to an on-vehicle information terminal 110 and sets a route, and then, the on-vehicle information terminal 110 transmits the electronic certificate 101, an electronic certificate 111 and information on the set route to an insurance premium calculation server 120. The insurance premium calculation server 120 calculates a risk on the basis of attribute information associated with the electronic certificate 101 and the electronic certificate 111, and further calculates an insurance premium on the basis of the calculated risk and route.
