The adhesion promoter can comprise a first blend and a second blend. The first blend can comprise a silane base comprising nanoparticles, and water. The second blend can comprise isopropyl alcohol. In one embodiment, the second substrate can comprise a second pressure sensitive adhesive on a second surface. The second substrate attached to the first surface. A third substrate attached to the second surface. Furthermore this embodiment can comprise an adhesion promoter between the first substrate and the second substrate, and between the second substrate and the third substrate. The adhesion promoter can comprise a first blend and a second blend.
