The present invention relates to a system for maintaining and managing various valves and pipe lines and constructing a social safety network by transmitting location information (GIS information) to a disaster-related agency and families in a complex using a wireless communication tag connector. More specifically, the present invention provides a system wherein a wireless communication tag connector in which location information (GIS information) is stored is installed on valves and pipe lines which supply various necessary public goods and services to an apartment complex, an industrial complex, etc., and which records and stores a variety of information about maintaining and managing the valves and the pipe lines in a database via a server using the wireless communication tag connector, allows a manager to receive the stored information on a terminal to view, modify, input, and store information about the valves and the pipe lines, and transmits the location information stored in the database to the disaster-related agency and families via a wireless user terminal in real time using the wireless communication tag connector. According to the present invention, a variety of information about valves and pipe lines in a complex can be managed electronically, not by a hand-written register to improve accuracy, reliability and convenience. When an unfortunate accident or incident occurs, GIS-based current location information can be immediately transmitted to a location information display of a disaster-related agency without having to call the disaster-related agency to explain local information to allow the disaster-related agency to take relief actions immediately and construct a national-level social safety network.
