<p><P>PROBLEM TO BE SOLVED: To provide a paper dispenser securing user's safety, and facilitating cutting off a paper sheet with a neat cut edge. <P>SOLUTION: The paper dispenser is configured such that a paper sheet is drawn by a desired length from a dispensing hole provided in a casing for storing an elongated paper sheet, and then the paper sheet is cut by a cutting portion mounted near the dispensing hole.
