<p><P>PROBLEM TO BE SOLVED: To efficiently heat a heated object without using a device for shaping the heated object into a rod shape, in the case of using a device for locally heating the heated object. <P>SOLUTION: This local heating device 1 of the embodiment heats waste 20 charged in a container 10 for heating. Accordingly, it is unnecessary to shape the waste 20 before being heated. Furthermore, the local heating device 1 does not heat the waste 20 by collecting light to the waste, but indirectly heats the waste 20 through a pipe 11 by collecting the light to a lower end 11B of the pipe 11 in a state of charging the waste 20 into the container 10 for heating.
