<p>The purpose of the present invention is to easily modify drawing data at a working site, and to accurately reflect the modified content. A management server (2) stores drawing data (4), which constitutes a design drawing, and when there is a request from a terminal (3a-3c), generates, from the drawing data (4), terminal drawing data for display on the terminal and transmits the terminal blueprint data to the terminal (3a-3c). At the management server (2), an administrator can view handwriting specified by attribute information (5a1) superposed over the drawing data (4), and if the administrator approves, the management server (2) adds the attribute information (5a1) to an attribute file (6). When the attribute information (5a1) is added to the attribute file (6), the handwriting specified by attribute information (5a1) is displayed superposed over the drawing data (4) on the terminal (3a-3c). By adding the attributes of a terminal (3a-3c) to the attribute file (6), handwritten changes made using the terminal (3a-3c) can be added.
