1. A method of encoding an input signal, the method comprising:
estimating a status of a network; determining a coding bit rate to encode the input signal according to the estimated network status; and encoding, by at least one processing device, the input signal according to the determined coding bit rate; encoding the determined coding bit rate; and generating a bitstream including the encoded coding bit rate as well as the encoded input signal, wherein the coding bit rate is related to a transmission bitrate. |
