PROBLEM TO BE SOLVED: To provide a damping device and the like capable of improving the oscillation suppression performance of an acoustic liner while maintaining the oscillation suppression performance of an acoustic damper.SOLUTION: A damping device 60 comprises: an acoustic liner 61 forming an acoustic liner resonant space 75 along an outer circumference of a combustion chamber 35 in which combustion gas flows; and an acoustic damper 62 provided on an outer circumference of the acoustic liner 61, and forming an acoustic damper resonant space 85 communicating with the acoustic liner resonant space 75. The acoustic liner 61 includes a split region 87 that is a region having a damper opening 82 which is formed therein and to which the acoustic damper 62 is connected so as to communicate the acoustic liner resonant space 75 with the acoustic damper resonant space 85, and split in a circumferential direction of the combustion chamber 35 by the damper opening 82; and a continuous region 88 that is a region continuous over the circumferential direction of the combustion chamber 35.
