PROBLEM TO BE SOLVED: To provide a seal structure for moving blades having a damper structure having high durability and reliability.SOLUTION: A seal structure for moving blades 1A comprises: a rotor disc 2 for rotating integrally with a main shaft; and a plurality of moving blades 3 assembled to extend radially from the outer circumference of said rotor disc 2. The seal structure is equipped, in the clearance 7 between the platforms 5 of the moving blades 3 adjoining to each other in the circumferential direction, with seal pin dampers 8 and seal members 10 extending in the rotary axis direction. The seal member 10 of one side is arranged radially outward of the seal pin damper 8.
