The present invention relates to an apparatus and a method for stabilizing a real-time image by tracking a region of interest and is to provide an apparatus and a method for stabilizing an image by tracking and displaying a region of interest for an image in which blurring is occurred and corrects the blurring of the image in real time based on the region of interest. In order to achieve a technical problem as described above, the present invention comprises: a region specification unit for specifying a region of interest and a region of non-interest for an image with blurring; an interest region tracking unit for tracking a specified region of interest and displaying on a screen; an optical flow calculation unit for calculating a optical flow between a current frame and a previous frame of the image; a weighted value setting unit for setting each weighted value for the optical flow of the region of interest and the region of non-interest differently; a parameter calculation unit for calculating and cumulating each affine parameter with respect to the region of interest and the region of non-interest based on the optical flow with a set weighted value; a smoothing unit for smoothing the cumulated affine parameter using a smoothing filter; a transformation unit for affine-transforming the image using the smoothed affine parameter; and an initialization unit using an estimated value through the smoothing unit as an initial value in a next frame.
