PROBLEM TO BE SOLVED: To provide a portable electronic device and an electronic circuit capable of improving security at a time of downloading a program from an external device.SOLUTION: A portable electronic device of an embodiment comprises: a communication unit; a storage unit; and a management unit. The communication unit communicates with an external device. The management unit determines whether a predetermined right is assigned to an authentication application in a state in which the authentication application is stored in the storage unit, if an authentication that is implemented in cooperation with the external device upon execution of the authentication application and that includes at least one of a user authentication, an authentication of the external device, and an authentication of the other device connected to the external device is successful. In a case where the predetermined right is assigned to the authentication application, downloading a program from the external device is enabled. |
