PROBLEM TO BE SOLVED: To provide a technique capable of avoiding an unnecessary operation of an emergency brake in cases of an instant non-signal which may occur during passage across a section boundary.SOLUTION: An on-board device 20 which is mounted on a train 10 performs a travel control based on travel control information 40 received from a rail R. Specifically, it calculates a non-signal time which is an elapsed time in a non-signal state in which travel control information 40 is not received as well as a non-signal distance which is a travel distance in the non-signal state. When the non-signal time reaches a second threshold time, or when the non-signal distance reaches a threshold distance, an emergency brake is operated so as to stop the train taking the stop speed as control speed.
