PROBLEM TO BE SOLVED: To provide a system capable of controlling cooling capability under a stable condition even if the system has a long piping length.SOLUTION: This invention provides a system 60 including an outdoor heat exchanger 21 for performing natural circulation of refrigerant 39 through a piping system 30 between itself and an indoor heat exchanger 11; the first function 51 in which a cooling power of the outdoor heat exchanger 21 is controlled in such a manner that an outlet temperature of refrigerant 39 outputted from the outdoor heat exchanger 21 may become a desired temperature expecting a temperature of the refrigerant 39 at the indoor heat exchanger 11; and the second function 52 for judging a temperature at the indoor heat exchanger 11 in reference to a delay time caused by supplying the refrigerant 39 to the indoor heat exchanger 11 through the piping system and updating a mutual relation between the temperature at the indoor heat exchanger 11 and the desired temperature.
