<p>PROBLEM TO BE SOLVED: To allow for discrimination of the processing order in units of packet, by transmitting and receiving packets for which additional information, being applied to processing order determination of the storage data of a communication packet is set.SOLUTION: A transmitter generates a packet storing a NAL unit constituting a GOP(Group of Pictures), i.e., a processing unit of coding data, or a NAL unit fragment dividing a NAL unit, and sets additional information being applied to processing order determination of the packet storage data, as packet additional information, before being transmitted via a communication unit. A receiver determines the processing order by determining the processing priority of the packet storage data, with reference to the packet additional information, and decodes the packet additional information according to the order thus determined.</p> |
