Provided is an apparatus for attaching a substrate for a touch panel so as to secure operational stability and efficiently laminate a substrate on a display touch panel at the same time by applying an optical clear resin (OCR) on the panel and uniformly attaching the substrate on the panel at a consistent tilting angle. The apparatus for attaching a substrate for a touch panel comprises: a pair of left and right support frames having a flow path of a panel so that a panel coated with an OCR solution is supplied from the outside to be positioned; a substrate attachment unit including a substrate adsorption unit which is mounted in an upper portion of the support frame and absorbs and fixates a substrate so as to be positioned corresponding to the upper side of the panel, an attachment head unit which is installed in one end of the substrate adsorption unit and attaches the substrate on the panel by applying pressure toward the panel after contact with the substrate in an adsorbed state on the substrate adsorption unit, and a curing unit which is placed with a space in one side of the attachment head unit and cures by irradiating UV rays to a position of the substrate attached on the panel; a tilting driving unit which is provided in an upper portion of the substrate attachment unit, is connected and coupled to one end of the substrate adsorption unit and tilts the substrate adsorption unit so as to be inclined downwardly toward a position of the attachment head unit as an extensional movement from the front to the rear is possible; and a transport unit which is provided between the support frame and the substrate attachment unit and moves the substrate attachment unit as a reciprocating motion from the front to the rear is possible in the same direction as the supply direction of the panel.
