Provided are a moving object detection device and a moving object detection method with which photographic images obtained by vehicle-mounted cameras (10, 10R, 10L) are analyzed, and moving objects appearing in the photographic images are detected. The moving object detection device is equipped with: an imaging unit (101) that captures photographic images at prescribed time intervals; a peripheral region detection unit (102) that detects, as moving objects, first moving objects and second moving objects in peripheral regions (RP); and a central region detection unit (103) that detects, as moving objects, the first moving objects in a central region (RC).
