An operating plan creation device according to an embodiment comprises a consumption computation unit, a cost computation unit, and an operating plan creation unit. The consumption computation unit computes primary energy consumption from a plurality of energy supply devices which supply energy with respect to a load. The cost computation unit computes a total cost required to generate the energy which each of the plurality of energy supply devices supplies with respect to the load. On the basis of the primary energy consumption which the consumption computation unit computes and the cost which the cost computation unit computes, the operating plan creation unit creates an operating plan of the plurality of energy supply devices such that a prescribed target of either the primary energy consumption or the cost is achieved.
