The present invention provides: a vegetation sheet whereby it becomes possible to prevent the drop of an content, e.g., seeds, from the vegetation sheet and which can have blocking resistance even when stored in the form of a roll for a long period; and a water-soluble resin film which is suitable for the production of the vegetation sheet. The present invention specifically provides a water-soluble multi-layer film composed of two layers, i.e., a layer (1) and a layer (2), said multi-layer film being characterized in that the layer (1) has a time required for complete dissolution thereof (a water dissolution time) of 90 seconds or longer and the layer (2) has a water dissolution time as mentioned above of shorter than 90 seconds as measured by subjecting the film to a water solubility test (A).
