PROBLEM TO BE SOLVED: To provide a communication system in which a base station device is automatically available to the public in a disaster.SOLUTION: A base station device 12 has a request section 29 which transmits an authentication request to a first server 11 when connected to a network 13. The first server 11 has: a first server storage section 18 which associates an identifier of the base station device 12 and at least two communication settings for regulating a communication operation of the base station device 12 to store them in advance; an authentication section 19 which authenticates the base station device 12 on the basis of information stored by the first server storage section 18 when receiving the authentication request from the base station device 12; and a communication setting transmission section 20 which transmits a first communication setting to the base station device 12 when the authentication of the base station 12 is successful and transmits a second communication setting to the base station device 12 when a disaster occurs. The base station device 12 inhibits connection or communication with unspecified terminal device 14b in the first communication setting and permits connection and communication with the unspecified terminal device 14b in the second communication setting.
