PROBLEM TO BE SOLVED: To solve trouble (malfunction etc.) related to a weak point of the prior art by efficient compression encoding of images before or after an image which becomes a spot of random access.SOLUTION: A moving image prediction encoding device includes: encoding means for encoding input images to generate compressed image data including a random access image, and encoding data related to display order information on the images; restoring means for restoring reproduction images by decoding the compressed image data; and image storing means for storing the reproduction images as reference images. As the reference image to be used when encoding an image whose display order information is larger than that of the random access image, the restoring means decodes the compressed image data including such reference image information that does not include a reference image preceding the random access image in encoding processing order or display order information.
