A heating element (16) is mounted to the housing for transferring heat during a shaving stroke. The heating element includes a skin contacting surface (30) and an opposing bottom surface (34) defined by a perimeter wall (36). An insulating member (40) is positioned within the perimeter wall. The insulating member has a first surface (42) facing the bottom surface of the heating element and a second surface (44).
